Peer attacks planned child maintenance sanctions

Government plans to allow civil servants to confiscate the passports of absent parents who fail to pay child maintenance are “thoroughly unjust” and may well be unconstitutional, a former attorney general warned today.Lord Lyell’s comments came ahead of a report from the House of Lords constitution committee, which is expected to be deeply critical of the plans.
