A couple have had their application to foster rejected by their council because they admitted smacking their nin-year-old daughter.
David and Heather Bowen from Somerset told GMTV today that they were shocked to get a rejection letter from their council, although, they say, they had been ‘highly recommended’ for fostering by the social worker dealing with their application and her direct manager.
The couple described how they had been completely honest about how they discipline their daughter from the beginning of their application a year ago.
