Labour appoints quango to set pay-as-you-throw tax on rubbish

The power to raise and collect taxes on household rubbish is to be handed over to unelected waste quangos.Ministers yesterday set out a scheme for rubbish-collection boards to take over the running of dustcarts, wheelie bins and municipal tips from town halls.
